This buried provision stripped municipalities of a vital tool they’ve used for decades to manage growth, protect neighborhoods, and plan responsibly. Towns and cities across North Carolina were left unable to reduce the intensity or density of development — even in response to infrastructure limits, public outcry, or environmental concerns.
Now, House Bill 24 offers a simple fix. Just one sentence long, this bill repeals the prohibition on downzoning and restores the ability of local governments to make thoughtful, community-driven planning decisions.

HB 24 has been stuck in the House Rules Committee since May 5, 2025, and the legislative session ends in just three days.
